Suffolk Coastal District Council is undertaking a Project Appraisal Report (PAR) together with the project consultants, Mott MacDonald, for the management of the coastline of Central Felixstowe from Jacob's Ladder in the north to the War Memorial in the south. The PAR will then be used by the Council for an application to the Environment Agency for consent and consideration of a grant for subsequent schemes of work to the frontage at Central Felixstowe.
There are four key requirements that need to be addressed by the PAR to ultimately improve the standard of coastal protection at Central Felixstowe;

Aim and Objectives
These Aims and Objectives cover the 100-year appraisal period and will be used to evaluate the suitability of the schem options.
Selecting a Suitable Option
To provide Suffolk Coastal District Council with the suitable option to protect Central Felixstowe, the Project Appraisal Report will be based on a thorough assessment of the available information, linked with a full understanding of the environmental, engineering, hydro-dynamic, social and economic factors.
The condition and effectiveness of the existing coastal defence structures, and available data must be reviewed. Further consultations, studies, surveys and investigations etc in light of initial understanding will then be undertaken to inform a preferred solution.
Information from previous studies will be reviewed, and through close liaison with Stakeholders within Felixstowe the preferred option for the scheme will be determined.
The consultant team combines the skills of Mott MacDonald and HR Wallingford, both having managed large scale and complex assessments of evolving coastlines and associated coastal management issues.
Terry Oakes Associates Ltd (TOAL) is to project manage the project on behalf of the Council.
Modelling the Coastal Processes and Defences
An evaluation of the present day status of beaches and their likely future development is fundamental in deciding how to actively manage the frontage. For this scheme we use a number of computer modelling studies to provide an understanding of coastal processes in relation to:
• The effect that the bathymetry and shoreline orientation will have • The spacing and length of the groynes • The performance of Cobbold’s Point fishtail groynes in relation to the bay between them, the north and the south • The frontage to the north of Cobbold’s Point
Detailed Project Appraisal Report
Following the selection of the preferred option, Suffolk Coastal District Council the Consultant will produce a detailed Project Appraisal Report and assist to apply to the Environment Agency for an approved Grant.
The preferred scheme will be developed through a full and rigorous process of optioneering moulded by Environment Agency guidance on best practice. We will examine all the options before discounting them on environmental, technical, social or other grounds in order to move forward to the most appropriate short list of solutions. Throughout the project, stakeholders will be fully consulted so that they may have a valued input into the process. Shortlisted solutions will be considered further through a vigorous modelling process and cost and benefits of different options refined. The selected scheme will then be presented to the Environment Agency through the Project Appraisal Report and formal presentations.
Felixstowe Liaison Group
A Key Stakeholder is a person or organisation with a significant interest in the preparation of, and outcomes from, a shoreline management plan. This includes agencies, authorities, organisations and private bodies with responsibilities or ownerships that affect the overall management of the shoreline in a plan.
The felixstowe Liaison Group will act as focal point for discussion and consultation through development of the project. The membership of the group includes councillors and officers of Suffolk Coastal District and Felixstowe Town Councils, local businesses, Suffolk County Highways and Archaeology departments, Natural England, the Environment Agency and representatives of Terry Oakes Associates and Mott MacDonald.
This group is to be involved through workshops and meetings. The incorporation of this group provides direct feedback and information to the project team and acts as a focal point for the consultation process.
Other Stakeholders
A Stakeholder is a person or organisation with an interest in the preparation of a shoreline management plan or affected by the policies produced. We will engage with the other stakeholders in accordance with the Stakeholder Strategy.
